There is a new shareware tool called PLEdit available at:   http://www.tiac.net/users/markford/index.htm It is a Windows app for editing and compiling pl/sql. There is also a query tool called Golden available on the site.

Note that I am the developer of these programs. I don't want to make it seem like I am shamelessly promoting my software (but I am!) Hey, you asked!
