That's exactly what i did adviced by Benjamin Zhang bzhang_at_ei.org (hope he does not mind me mentioning his email here). Unfortunately, all "create package" statements in catproc.sql fail with syntax error; looks like "package" facility itself did not get initialized during my crippled installation :-(
