Yes, they serve the same purpose. In Forms 4.5, you speak PL/SQL, in OPO you speak Basic. Forms 4.5 forms exist as OS files, so you can mix and match them in projects, where in OPO they are part of a single project. Forms 4.5 forms can be saved in an Oracle database, OPO files can not. Forms 4.5 is harder to learn but more powerful. OPO is cheaper than Developer/2000 (of which Forms 4.5 is a part). I think that covers the basics.
