I'm in a similar boat. What I know about Developer/2000 is just from reading literature and a days worth of playing so I apologize for any misinfo. Let me know how you decide.
Good things about PowerBuilder:
- Compiles to machine code
- Mac support delivered
- 3 tier partitioning
- Object oriented coding with non-visual objects
- More open system with respect to Databases and Tools
- Richer language than PL/SQL
- Several Web interfaces already implemented
Bad things about PowerBuilder:
- PB has had significant bugs. We haven't found these to ever make development impossible, but they've slowed us down numerous times and tech support hasn't been great.
- Sybase anounced layoffs of 10% of their workforce which can't be great for morale (I don't know how much that effected the PB group).
Good things about Developer/2000
- Strong integration with highly rated CASE tools
- Nice strategy for reverse engineering to Web applications (if practacle)
- Consistant language makes for easy 2 tier partitioning
- Oracle is doing well as a company
- Consistancy with Oracle Financials
Bad things about Developer/2000
- Not very Open to 3rd party tools or databases
- PL/SQL wasn't designed as a OO, GUI language
