Probably because they didn't compare Microsoft Access, which provides much of the "free" add/change/inquire/delete functions of Oracle Forms, plus local table storage, plus reporting, plus ad-hoc query, plus Visual Basic compatibility (including a decent debugger) for a few hundred dollars, rather than the few THOUSAND needed for Developer/2000.
Borland Delphi and Microsoft Visual Basic are properly compared to each other, as they are more 3GL than 4GL. (Add-on components sometimes provide some useful 4GL functionality, so don't write off either of these tools.)
Shops that already have vested interests in prior versions of Oracle Forms should really be the only shops considering Developer/2000. Even those shops should test drive some of the competitors to raise their consciousness of what up-to-date functionality is really like. Competitors worth evaluating: Access, Delphi, Visual Basic, PowerBuilder have the most mind-share. Other tools also exist. Do not lock yourself into Developer/2000 without shopping around first!
