learning oracle

I have a background in dbase and foxpro. I am interested in learning Oracle. I have Personal Oracle 7.

Can I develop application in oracle? Do I need front end tools like VB, Powerbuilder, Delphi to access data?
Is Oracle in any way similar to Dbase and Foxpro or visual foxpro? Is there any file size limitation for oracle tables? How does oracle differ from PC based databases?
