16-bit programs, like Access 2.0, need 16-bit ODBC drivers.  

32-bit programs, like Access 95, need 32-bit ODBC drivers.  

Both 16-bit and 32-bit ODBC can run on Windows 95.  

For Oracle ODBC drivers, 16-bit ODBC needs 16-bit SQL*Net, and 32-bit ODBC needs 32-bit SQL*Net.  

Both 16-bit and 32-bit SQL*Net can run on Windows 95.  

Both 16-bit and 32-bit ODBC and SQL*Net can co-exist on Windows 95.
