I removed the part about using oerr to get the text from a previous response. You can do that. I received this error yesterday, and it had, IMHO, nothing to do with the explanation. In Network Manager, I had type the ORACLE HOME location in using MS-DOS backslashes instead of UNIX forwardslashes and so lsnrctl couldn't locate $ORACLE_HOME/bin in order to run the network software. This meant that the network protocol adapter wasn't getting loaded (TCP/IP).

When I corrected the problem, it started fine.
