What version of Sql*Net are you using? If you are using 1.1 then check the spx_max_clients (I think this is the parameter). If you are using 2.1 then look in your init.ora under any of the following (license_max_sessions, processes or sessions).

We currently have three oracle/netware boxes running. The max number of users we have had without a problem has been 85. We currently have 200 licenses on one of the boxes.
