I had the same issue and also looked at SQLCoder. While it is a very nice product, I didnt go with it because it was too expensive for the 20 or so server side components we have. My problem is that I want to be able to stop people being able to bypass the config control.
I found that you really cant - you cant stop them jumping into Forms Designer and manipulating the code directly. Even if you took that away, you cant stop them jumping into SQL and manipulating the table that holds the server side code...

My eventual solution was a chekclist (ughh! more paperwork) that shows that they have cheked it out, they HAVE CONFIRMED THE CURRENT SOURCE VERSION AGAINST THAT ON THE DB and they have checked it back in.
