My company is not an Oracle reseller and is not in that market at all, but I'd agree with Daniel that Payroll, HR, etc. are such complicated packages, that have been done so many times (so poorly AND so well) that your plan of attack should be to evaluate and select an existing product for purchase, rather than to develop a new one of your own. Besides, there are 50 legislatures out there in the US alone, not to mention Congress. 8-)
