DDL command

Analyzing a package called DBMS.DDL in an Oracle, I found that internally in this package is referenced a function called EXECUTE_SQL, this function is used to run some DDL commands that I cant´t execute in a PL/SQL program.

There is a way to use this procedure outside this package, to run any DDL command?
