ORA-3121 has many reasons.
But the simplest thing that you can do is to add following line to your autoexec.bat file.

SET CONFIG=C:\WINDOWS\ORACLE.INI After rebooting your system, test your odbc program. This works very well when nettest is ok and odbctest is not.
