That's a result of the stupid Oracle decision to make their products upward compatible only and to use a stupid, stupid, STUPID binary format in their sources :( :( :(
The guy who decided that should be fired and wiped in the public alley.
It doesn't allow hand changes, version control, batch processing by grep/ed/vi and the like, and it has cost us many, many hours of labour. I hate it and I hope we will change to VB or assembler real soon ...
As to your problem. If the changes are small, just trash the changes and use the old version. If not, you can try to store all the changed files as FMT and convert them back in the older version designer. A pain and with no garanties of success :(
And remember. Don't ever use a new Forms version without testing it a lot. Oracle as a special way increase the bug list in every new version they create. Oh, and never trust in their version numbers. To them a version 4.5.5.x is NOT to be compatible with a version 4.5.5.x+1 :(
