ORACLE 7 ORA-12547(lost contact)ERROR

What if I get ORA-12547(lost contact)ERROR while useing client of
personal oracle 7
for win95 to connect oracle 7 for workgroup for netware.
The protocol is ipx,using sqlnet v2.1,I can successful use tnsping to
ping server,
but when I use sqlplus to connect the server,I get the error code
above.
My client is win95,CLIENT FOR NETWARE 32bits NDIS,server is novell
4.1.
