Yes, did you tried the OCX for Oracle Call Interface API? Simply need SQL*NET and comes with 16 and 32 bit versions. VB4 samples included.
Check http://www.sfi-software.com for SQL-Sombrero/OCX for OCI. Download it from there or access the documentation directly from via internet.
