This was the mistake, you cannot use a 32 Bit DLL (ORANT.DLL) where a 16 Bit is used (ORA71WIN.DLL). You have to install the ORA71WIN.DLL from your CD-Rom. To install it install a 16 bit Oracle Client Program e.g. SQLPlus 3.1 or SQLForms 4.5...
