Ahhh the infamous 'Bee' book (it has pictures of a wasp on the front)

It is out of date, but many of the concepts are still correct.

I suggest you look at

Tuning Oracle by Micheal j Corey, Micheal Abbey and Daniel J Dechichio Jr. ISBN 0-07-881181-3
or
DBA Handbook by Kevin Loney ISBN 0-07-881182-1

which are both opublished by Osborne McGraw Hill/ Oracle Press, and will contain the info you need.
