I would suggest calling the local Post Office. Had responsibility for a system about a 8 or 9 years ago where we did some zip matching. The local P.O. folks were more than happy to help me out. If you treat them with some respect and seem genuinely interested (which I was since I wanted to solve my problems) they are glad to help you. There's even a postal center(I think it's in KY) that will automatically send you all kinds of zip code and address matching data at little or no cost. They will put you on a subscription list for automatic periodic shipment.
If I remember correctly, we went first from matching on 3 digits, to going with a full 5 digit match. I vaguely remember something about zip codes in certain areas crossing state lines. I may be mistaken and it was a long time ago, so it's best to double check with the Post Office.
