DISCLAIMER: I AM NOT AN OFFICIAL SPOKESPERSON FOR ORACLE! My understanding of the current plans for Developer/2000 R1.3 are:

The base development platform for Developer/2000 has been moved to 32-bit Windows (either Windows 95 or Windows NT -- I'm not sure which). The initial release of Developer/2000 R1.3 will be a 32-bit port for Windows 95 and Windows NT. This version will be followed by a 16-bit port for Windows 3.x, and by ports for UNIX and VMS Motif.

Note that these plans are subject to change at any time.
