Double click on the field, in your Layout Editor, that is connected to the '&Logical Page Number' and the Field Properties come up. At the bottom of the Field Properties dialog box is a Page Numbering button. You can choose where you want the page to 'Reset At' what number you wish to 'Start At'. For more information, read up on Oracle Reports Reference Manual, Graphical Users Guide and look up Page Numbering:Reset At.
