All depends on the user/password you use to log on to Oracle. This user must have enough privs to connect as internal (which means a DBA). Also, I assume you run these scripts as part of the startup/shutdown of the system. This means that the current user is 'root'. Try executing the scripts logged in as the Oracle DBA (there's a command for that, I even used it some time ago but I forgot, sorry).

Mail me if you still can't get it to work, I'll check it out for you then (include info on versions etc.)
