How do you know whether you have SQL*Net installed

I have access to all files in the server which contains oracle databases. I am trying to use MS-Access to access an oracle database in another host.
How do I know whether SQL*net is installed on the server and how do i know whether a listener is installed?
If I am trying to use MSAccess as a client to access the database in the server are these 2 programs necessary to be installed in the server?
Anyone can give me the details on a step-by-step connection from MS-Access to an oracle database in another host?
I need detailed information as I very inexperienced in this field.
