The only case I know where a setuid wouldn't stick, is when applied to a script, and not a binary. What does 'file $ORACLE_HOME/bin/oracle' give?

What do you get when you try to connect? Do you connect via SQL*Net (V1, V2)? I've known versions where orasrv (SQL*Net V1) had to be owned and setuid root to be able to function.
