Network Manager 3.0 is designed for SQL*Net 2.2 but its format is okay even for 2.1. BUT when you install Network Manager 3.0 you automatically install SQL*Net 2.2. It was that way for me on NT. Finally I generated the config files with Network Manager 3.0, deinstalled NM, installed SQL*Net 2.1 and it worked - that was what Oracle Support suggested.
