Basically, both products are the same.

If you purchase Enterprise server, you get a bunch of features - PL/SQL, SQL*Net included.

Enterprise server has features which are not available on the workgroup server - parallel query for example, distributed database.

But you are correct - the products are the same. IMHO it is basically another (marketing) terminology for the same product.
