Anybody looking at Oracle Server?

We have to implement a small employee information database (about 6,000) that can be updated by the employees themselves. The transactions must be secure. We have an extremely tight deadline. We are thinking about using Oracle Server as the server and PowerBrowser as the client, and writing the server in HTML/CGI/Oracle Basic. Has anyone or anyone you know tried this before? Any gotchas or advice?
