We have had problems with Oracle Webserver 1.0 too. The setupscript did not copy some DLL´s at their proper locations or did not set the path to those locations and the server crashed. I actually do not remeber the DLL´s in question, sorry. But maybe this is a starting point. We run this server (http://java.wiwi.uni-frankfurt.de) now for around 3 weeks on Win NT 3.51 (servicepack3 on 64 Mb Pentium 90)) without any problems.
