Reducing Remote COnnect time - Need help

Hi:
I am designing a communications app. We are analyzing tools that will enable our company to reduce costs. One of the things we thought of was to have the ORACLE binaries in the remote client mahcines who would be dialing in, and thus speed up processing. However, we would have to distribute files such as tnsnames.ora to the clients and thus maintenance of these files would be very tedious. Can we have one master copy on our machine and yet have the binaries on the client machines?
The other option I am experimenting with, is to have tools (such as Java?), which enable part or all of the query to be executed at the client side so that network traffic is minimal.
What other tools can you think of? How else do you think we can minimize network traffic and total connection time?
We are on ORACLE 7.2 on Sequent Dynix. Is Java for Dynix/Ptx available?
