Chuck,

It has been my experience that when using $OPS type logins that you MUST MATCH the case. I suspect why you are having trouble with the CHA vs cha logins. Try changing the case of one of the logins so that it matches and see if you can now log into otacle as / when logged into UNIX as that user.
