Forms 4.5 Upgrade in SunOS 4.1.3 - Missing Library - HELP

We are in the process of upgrading the Forms tools from 4.0 to 4.5. But we have no errors during installation but when we try to run a form the application crash saying library ld.so:librws25.so.2 not found. ??????
