I may be reading this wrong, but it looks like you are trying to install Personal Oracle for Windows 3.x on a Windows 95 machine. You need Personal Oracle for Window95. It's a different product. You can download a trial version from http://www.oracle.com/
The PO7 for Windows 3.x installer literally looks for the Win32s expansion to Windows 3.x rather than just making sure that Win32s is support by the OS. That's why it complains when you try to install it on Windows95.
Did the same thing myself a few months ago...
