NLS_LANG as an init.ora parameter disappeared with Oracle 6. You can either set it from the client (NLS_LANG environment variable in unix, NLS_LANG parameter in oracle.ini on windows), or switch it on the fly using ALTER SESSION SET NLS_LANGUAGE=Whatever.
