Thanks to all who replied!!!
It turned out that the person who set up the test and production instances set them up with different OS_AUTHENT_PREFIX values.
In the production environment; OS_AUTHENT_PREFIX = "" so objects owned by user SFA really were owned by SFA. When they were exported and then imported into test owned by SFA (at their request), the SFA user id couldn't see them because the OS_AUTHENT_PREFIX was default (OPS$) and the SFA id was really OPS$SFA.
