Is it possible there's a long update taking place at the time of the SHUTDOWN IMMEDIATE? If so it's probably just rolling back. I've had this happen to me in the middle of a refreshing a 700mb snapshot. It took a couple of hours for the rollback to complete before finally shutting down the instance.
