I had a similar problem until I found a typo in my log_archive_dest. Check to be sure that archive is really a sub-directory and that it's owner is oracle:dba. I don't think that 'archive' is one of the default sub-dirs built. You might have 'arch' instead!

The error messages usually contain an element of truth. It's figuring out which element is true that causes the big headaches!

PS It took me a day to find my typo and Oracle Support at 415-506-1500 wasn't any help (and I DID have a CSI number).
