It sounds like the application uses the root window, which can not have scroll bars. There is nothing you as the user can do about this, but it is not an "Oracle/Mac issue", just lame development. It should be resizable, though, so perhaps the developer is using a custom window, but turned off both of these properties. Again, nothing you can do.
