What Oracle may have meant is that 7.0.16 is not certified to run on OpenVMS 6.2; AFAIK only V7.1.5 has been *completely* tested for this version of the o/s.
I believe this means that you can try running V7.0.16 on OpenVMS6.2 but if you *do* run into any problems Oracle can deny responsibility as they have not yet certified this combination.
It may be best to get this confirmed by someone at Oracle directly - if you are unlucky enough to have problems will your vendor bail you out?!?!
My recommendation would be to upgrade to 7.1.5
