In reference to your problem about the oracle date/time being 7 hours different from your system time:...

I am no unix expert. But there is an environment variable call TZ = EST ( on the AIX system) which changes
your personal clock time ( the time that is displayed when you call time. It probably just adds a delta). Some may use this env variable some may not. I don't know if oracle can use it or not.
