This might help..

Instead of deleting files you should uninstall using ORAINST. You can choose to remove installed products in ORAINST. I did this several times and there was no problem installing/uninstalling.

However, since you already deleted the files instead on uninstalling..
- try deleting oracle.ini file in your windows home directory.

if this does not work, run orainst and if you see any items in the installed products box, choose all of them and remove them. If this succeeds, then you won't have any problems reinstalling.
