Public synonym problem

Hi all,

        I created a public synonym in user system on scott.emp. The syntax that I used was

	create public synonym bob for scott.emp;
	However, the other users cannot select from the public synonym
boo. The error was no table or view exists.
	Any help will be appreciated.
