Have you ever been on a Release prior to R1.1?
Upgrading is a two part process:
1/ Upgrade client side software
2/ Upgrade Repository
It sounds like your Repository may be an earlier version than the client side software. ie, it may still be on R1.0.
Connect to the Repository as the Repository owner using the R1.1 Repository Administration Utility. This tool will display the current release of the Repository. If it is less than 6.0.7, select the Upgrade to 6.0.7 option from the tool. This will take approx 20 minutes to complete.
