However, it is possible to initiate a TAR via e-mail (assuming you have support), and so if you know of a patch you may be able to get thing started with e-mail. Check with customer support.

Further, several speakers at IOUW, including Randy Baker, the Oracle Senior VP in charge of support, stated that Oracle is looking into ways to provide patches and support across the Internet. This will still require a support agreement, though.
