Multi-Master Replication

I am trying to set up multi-master replication between Oracle databases (7.1.6.2) running on five DEC Alphas (OSF). I have created and run a script based on the example given in the Oracle documentation, and it seems to run o.k., but afterwards every attempt to do something with the databases results in an error message 23326 "the system is being quiesced". I have waited for a long time, but the system never seems to get out of this state, despite issuing the "dbms_repcat.resume_master_activity" command. Has anyone come across this problem? Thanks.
