   If you are running under Solaris this can be caused by having the init.ora parameter use_ism set to TRUE. You need to set use_ism=FALSE and then start up and cleanly shut down the database before you can start it up under a new ORACLE_HOME. This may also be relevant for other O/Ss so check for use_ism even if you are not running Solaris.
