Accelerator Keys w/ 4.5?

I'm having trouble getting accelerator keys working in forms 4.5. I am following the designers guide and still no luck. The accelerator keys simply will not work. I have them defined as 'accelerator1' in the properties window and also in Oracle terminal. What else is there to do?
