You can learn just as well on a small database that you build youself. In fact you may even learn more if you're the one that has to build it. That means you've got to do everything: create and manage the tablespaces, create the tables and populate them, create users, manage privileges, etc. If you use someone else's database where you don't have many privileges your likely to only learn how to do SELECTs.
If you've got a powerful enough pc to run it, download a copy of Personal Oracle 7 for Windows or Win95 from http://www.oracle.com and start learning.
