The following is a copy of a memo from PeopleSoft that explains exactly what the problem is:
2. Oracle 7.1.6: Is it supported yet with PeopleSoft applications? Most of the internal PeopleSoft databases are currently installed with the 7.1.4 release. Some customers have run into GPF errors while accessing Oracle databases installed on 7.1.6. PeopleSoft has been able to reproduce some of these problems in house, like the one below. Issue: Saving any process request (SQR, COBOL, or Crystal, on client or server) with the process check box turned on causes a GPF in ORA7WIN.DLL. System configuration was Novell LAN Workplace for DOS version 4.2, SQL*Net for Windows version 1.1.7.8 and 1.1.9.0a, Oracle version 7.1.6, Sequent Dynix version 2.1, PeopleSoft Tools 3.21, Asset Management 3. Solution: We had to use SQL*Net for Windows version 1.1.9.0a, and we had to copy ORA71WIN.DLL from \ORAWIN\BIN over ORA7WIN.DLL in %TOOLBIN%. We also had to delete COREWIN.DLL from %TOOLBIN% (this forces CORE3WIN.DLL in \ORAWIN\BIN to be used instead). PeopleSoft has opened TAR 108384.695 with Oracle to address this problem. We recommend NOT upgrading to version 7.1.6 until the issue is resolved. We will not officially certify 7.1.6 until we figure out what is wrong with the ora7win.dll interface. Oracle 7.1.6 seems to be making an unexpected call which results in a Windows GPF.
