Do you mean the "existing" dead connections weren't go away ?? If so, that's normal. The modified TCP parameters will only be effective on new sockets created after the change --- NOT BEFORE !!
In general, you shouldn't need to restart orasrv because orasrv will eventaully generate system call to create new sockets for new connections, and these should observe a modified behaviour.
