PeopleSoft knows that there are problems with 7.1.6. They will most likely not certify 7.1.6. My understanding is that 7.1.6 does not offer any improvements in the areas that PeopleSoft uses. It sound like they will certify 7.2. If you have problems with 7.1.6 the recommendation is to go back to 7.1.4.
By the way, we are running on 7.1.6 on HP-UX 9.X in development. We have not run into any problems with 7.1.6, but we are in the early stages.
